Cutting it
Stock: at the supplied size you need about 55 mm (2.2") thick material for the full depth plus a base.
For thinner stock, scale Z on its own to 18 to 22 mm: bas-relief reads beautifully compressed.
Small machine? On a 400 x 400 mm bed scale it to about 380 mm wide (338 mm tall) and set the depth separately.
Bits: 1/8" (3.175 mm) flat end mill to rough at 1 to 1.5 mm a pass Β· 1/8" ball nose to finish at 8 to 10% stepover Β· 1/16" tapered ball nose for the finest areas only.
Wood: basswood, poplar, cherry or hard maple hold this detail. Avoid red oak and ash: open grain tears out exactly where the fine work lives.
Expect the finishing pass to take hours at this detail level; that is normal. Cut a 200 mm test in scrap first if it is your first relief.

that reads STL. No OBJ or DXF: a DXF holds flat 2D outlines and cannot carry a three-dimensional relief at all.
Scale it to whatever panel you are cutting. Scaling all three axes together keeps the depth in proportion;
scale Z on its own for a shallower carve.
